| Does anyone have a clue where to start My neighbour descends from George Phillips (Tomo Brguljan or George Bergulian born 1859 Perzagno,Montenegro His father was Philip a Butcher I cant find any records of his name change He lived in Cardiff and was a ships pilot He married Elizabeth Connell or O Connell in 1885 under his new name That cert doesnt throw any light onto his past There is declaration of inheritance to show his name He married Mattia Lucich a widow in 1915 and he appears with her and her husband Franceso Lucich a ship repairer on 1911 census Can someone point me in right direction to find records in Montenegro |

That would be Prčanj nowaydays. Did you check the link page for the Archives of Montenegro. I assume he moved to the UK right?
