How do I go about getting access to these archives?

Two ways:
1. Go there directly
2. Writing them
ARHIV CETINJE
UL; NOVICE CEROVICA 2
81250 CETINJE
Just download the letter template for the member section, fill in the blanks and you are ready to go.
