Help me solve this genealogy research problem.

I live in America and only speak English

Back in June 2021 I paid a Serbian based researcher in Advance to obtain list of vital birth death and marriage records from Herceg Novi Provence [not included here] in Montenegro of specific people.

Below is the entire correspondence where he promises results soon, sends me nothing ever, and eventually informs me there is some sort of political problem between Serbia and Montenegro that means he cannot get the records.

I have removed all the identifying information.

This is not the delay and confusion I expected.

Can you explain what the political problem is and how I can solve it so HE can get the records.

 

He has never explained the problem nor given me any time line to solve the problem.

                I live in Serbia. I perform phone and other contact with registry, church and other sources. Any travel or live research in Montenegro is very expensive and hard.

Do waste time studying them; the point is those are people whose ancestors need researching etc. and where they were from and when they were born and what kind of info I know.
