Serbian Military Archives Researcher

I am trying to submit a request to the Serbian Military Archives for information on a family member who was an immigrant to America (immigrated 1906 - American citizen 1913), and who returned as an American Volunteer in the Serbian Army in World War I. He returned to Salonica in May 1918, and was discharged in 1920.

Has anyone done research in the Serbian Military Archives for similar records? Are the records of good quality? I sent a request to the Military Archives, which indicated that I either needed to 1) be part of University, or 2) have a request sent from our embassy. I have submitted a request to the US Embassy in Belgrade with the details, but have yet to hear an answer. Is it possible to hire a local researcher to investigate this relative on my behalf or do I have to do it in person?
